Desbloquear un usuario.
Parámetros:
- id
ID of the block to unblock (obtained through list=blocks). Cannot be used together with user.
- Tipo: entero
- user
Nombre de usuario, dirección IP o rango de direcciones IP para desbloquear. No se puede utilizar junto con id.

Motivo del desbloqueo.
